Don't know if it is possible. Apply tranparency to windows can be like the windows' appearance setting or like a screen capture which get different parts of a window and apply transparency.

As far as I know, it's not technically possible, at least, for an arbitrary window part. It's possible only for the background and only in some special cases. It's because of limits in the current Windows GUI implementation. Wait for Vista...
