There is some software described at Do any of the actualtools do this? If not that'd be an awesome feature to add for gamers.

Yes, it does, I use for many games. In application rule enable "Change standard window parts" > "Border and title bar", "Resizable frame". In Size tab be sure to set "At statup" and "Fix minimal size to" to designed game window size.

Tinybut is right.
Actual Window Manager has this feature (Actual Window Manager -> Window Settings -> Specific Settings -> Startup tab -> Change standard window parts).
