I have windows 7 64bit, I used version 8.11.1 and it was great. Now that I upgraded to ACTUAL WINDOW MANAGER 8.13.1 I have the following problems:
I can´t Restart the computer
I can´t Shut Down the computer

It seems that this problem has been fixed already and the fix will be available in the version 8.13.2
Could you describe the problem more detailed? What happens when you try to restart or shut down the computer?
Could you try to exit AWM before restarting the computer? What happens when you close AWM?
