If I place Photoshop CS6 on a second Monitor in full screen mode the taskbar on the second Monitor will not show (set as auto hide). If I minimize Photoshop CS6 to a smaller window the taskbar will show. When it does not show I believe the task bar is not being displayed as the top application. If I change the the taskbar from Auto hide to always on top, it still will not show. I also have Photoshop CS3 installed on the same system and it works fine with this version.
Operating system Windows 7 x64 Professional.
Photoshop CS6 X64

Do you mean the full screen mode or the maximized state of the Photoshop Window?

Quick question too. Is ths set up as dual monitor or extended view?
