I assume you mean COM Add-Ins, as that's how Outlook describes them, I'll list the add-ins that are activated below: 1. Conversation History Add-in for Microsoft Office Professional Plus 2013 2. iCloud Outlook Add-in 3. Microsoft Exhange Add-in 4. Microsoft SharePoint Server Colleague Import Add-in 5. Microsoft VBA for Outlook Addin
No other programs are launched at the same time as Outlook. I do not have Outlook starting on the start-up of Windows either.
I will try disabling all the add-ins and see if that makes a difference.

After running it for a day with no add-ins enabled, the issue still persists.
