Hello John.
Could you give me two screenshots of the whole Screen Saver tab: one with the settings that you want to apply and other with changed settings after pressing Apply?
Does the Preview button works?

What Windows 7 are you running - 32 or 64-bit?
Does the Preview button works? Try to press it before pressing the apply button.
How do you connect your monitors, what cables and interfaces do you use?

Yes, Preview works, and I did Preview before I hit "Apply"
Monitors:
Left: VGA
Middle: Builtin monitor on laptop
Right: HDMI

Please send us your configuration files using the Send to Tech Support tool.
When you set the screensaver to other time, not 3 minutes, does the apply button reset it to ten anyway?
Does the other screensavers work?

Sent configuration file.
I set the time to several other choices, both greater than and less than 10, and it acts the same (resetting value to 10).
When I tried to use other screensaver options (Current Windows screen saver, etc) it resets back to "Slideshow on each monitor."

Please try to change your screensaver via the standard windows screen saver setings tab. And check whether it works.

Joseph, could you please go to %AppData%\Actual Tools\Actual Windows Manager and see if the read only property is checked. If it is - uncheck,please, it so AWM config will not reset.
