I have
WINXP 32 SP3
Office 2007
Actual Multiple Monitor 3.4
I have two excel spreadsheets open and these show as two icons/tabs in the taskbar.
When they are on the primary monitor, I can switch between them by left clicking the icons.
When they are on the secondary monitor, I can not switch between them by left clicking the icons.

I have the same problem but it is with Excel 2010 and the problem is on both monitors. Also when you have more than two excel windows open.
Multiple windows of other apps seem to work ok as far as switching from the taskbar.
