Is there setting so that whenever an application is started, it opens in its previously used window position? For example, if a text file is opened (in notepad), and then moved to the lower left corner of monitor 3, then the next time a text file is opened, it will open in the lower left corner of monitor 3.

Such setting does exist. It can be found here: Specific Settings for a program > Position tab > Save position on exit.
