Tested on Windows 8 x64 + Actual Window Manager 8.0 beta 2 + Scroll inactive windows with the mouse wheel enabled.

Still not working for mIRC 7.32 on main chat window (middle panel where messages are sent) on my end, Windows 8 x64 + AWM 8.0. Only works if the cursor is above scrollbar.
Try some big channel to confirm: /server -m irc.freenode.net -j #ubuntu
ps: scroll works fine on right panel (nick list).

Could you please go to Configuration window, then Tools, Configuration, Send to Tech Support, and fill the form, for the further investigation.
Also,is the version of mlRC,that you are using,same as you stated before or you downloaded a newer one?
