I'm not entirely sure what's going on here, but if I right-click on the Chrome 'new tab' button or task bar entry, I get 'Reopen Closed Tab' where 'Quick Settings' should be. You can see from the attached screenshot that 'Reopen Closed Tab' appears twice in the menu! The top 'Reopen Closed Tab' still opens the Quick Settings window - which is confusing when I'm trying to reopen a tab, as I always spot that one first 
As always, happy to test, etc.
